Healthy men under age 30, the backbone of most militaries, are part of the smallest generation in Ukraine’s modern history. Mr. Zelensky’s decision to draft men starting at age 25 risks further diminishing this small generation of Ukrainians. But the lower draft age risks shrinking a small generation even more. And in occupied areas of the country Russia is conscripting Ukrainian men to fight against Ukraine, starting at age 18.

He said that Ukraine has not placed enough emphasis on building defenses, but also shortages in manpower and equipment have been a problem. If it slows the Russians, it might give Ukraine time to build up and improve its defenses, but only time will tell. The Ukraine war has been fought largely on the ground in the past two years, with troops often locked in back-and-forth battles with heavy artillery and drone support. The countries’ air forces have played second fiddle because of Ukraine’s limited fleet of planes and Russia’s inability to gain the air supremacy it once expected. But as the Russian military presses on with attacks in the east, its air force has taken on a greater role. “It’s a costly but quite effective tool that Russia is now using in the war,” said Serhiy Hrabskyi, a retired Ukrainian army colonel. It was, according to Ukrainian officials, part of a series of successful strikes against the Russian Air Force, in which Ukraine claimed to have shot down 15 planes in as many days.

Zelenskiy issued his appeal after touring Ukrainian positions in the northeast, one of several areas where Russian forces have been trying to make recent headway - and recapture areas taken back by Ukrainian troops a year ago. Russian occupying forces have built solid fortifications and minefields of their own in areas they have held since pouring over the border in February 2022. Military spokesperson Oleksandr Shtupun said Ukrainian forces had rebuffed Russian attacks on the coking plant. RUSSIAN DRIVE AROUND BAKHMUTRussian forces have also been pressing near contested villages surrounding the equally shattered town of Bakhmut, captured by Russian forces in May after months of fighting. Initial investigation showed Russian forces had dropped two bombs, in the second assault on the town throughout the day.

But Ukrainian military analysts suggested that things were not easy for Ukrainian forces in their bid to advance southward. Ukraine has launched a counter offensive to take back swathes of land in eastern and southern Ukraine captured by Russian forces in their invasion launched in February 2022. Russian accounts said its forces had repelled Ukrainian attacks in eastern Donetsk region, including around Bakhmut. General Oleksander Tarnavskyi, commander of Ukrainian forces in the south, said after the meeting that his troops were "systematically moving the enemy out of their positions". Ukrainian forces hope to cut off a land bridge Russian forces have established with the annexed Crimean peninsula.

The fluid situation near Bakhmut has been the focus of much attention, with Ukraine noting gains on the city's southern fringe, particularly the strategic village of Klishchiivka. Liberating the village, which lies on higher ground, would give Ukrainian forces operational advantage in potentially encircling Russian forces in Bakhmut, analysts say. Ukraine said on Monday it controlled heights ringing the village, enabling it to fire on targets in Bakhmut itself. The Russian Defence Ministry said its forces had repelled nine attempted Ukrainian advances in eastern Donetsk region, including one drive near Kliishchivka. Ukrainian military analyst Serhiy Hrabskyi said Ukraine's drive towards the coast was proceeding well, taking account of Russian defence preparations and extensive mining.

Russia’s claim of victory in Bakhmut suggests that the brutal urban combat that marked the deadliest battle of its war in Ukraine might be over. Those gains will allow Ukrainian troops to continue raining artillery on Russian forces trying to hold Bakhmut, according to Ukrainian officials. A battle on May 6 breached Russian lines south of the village of Ivanivske and forced Russian soldiers into a disorganized retreat. A Russian capture of Bakhmut “will mean nothing, actually,” predicted Colonel Serhiy Hrabsky, a commentator on the war for the Ukrainian news media.
The War’s Violent Next Stage

For much of the winter, the war in Ukraine settled into a slow-moving but exceedingly violent fight along a jagged 600-mile-long frontline in the southeast. Now, both Ukraine and Russia are poised to go on the offensive. They are looking for vulnerabilities, hoping to exploit gaps, and setting the stage for what Ukraine warns could be Moscow’s most ambitious campaign since the start of the war. Ukraine must now defend against the Russian assault without exhausting the resources it needs to mount an offensive of its own. President Vladimir V. Putin of Russia has given an order to take all of the Donbas region by March, Ukrainian intelligence says.
